VoiceXML Development Tool?

Hello,

I'm new to VoiceXML and am looking for a Windows-based tool I can use
to test VoiceXML on my desktop PC, without having to call a real phone
number. Any suggestions?

Also, does anyone know if there is a newsgroup devoted specifically to
VoiceXML?
