Do XMLSpy or TextPad remove/damage the BOM?

Hello

I was working on a UTF-16 encoded XML file the other day and suddenly
noticed that the BOM was removed. Now I'm wondering if perhaps the
tools I used are known for doing this. What do you think?
I used the Windows tools XMLSpy 4.2 and TextPad 4.6
