The results he produced so far are total crap though....

And to answer your question : you might wanna Google first before asking
such broad question.

How about:

No DOCTYPE, no style, no nothing. And I bet it will run in damned near
any browser and on any server. It only has to be uploaded to a server
and "Hello World!" will be seen at the proper URL. That's pretty
daunting when you don't know how to upload or what exactly a URL is.
Once that's figured out, the HTML and CSS world opens up depending on
your desire.
At least, that's the way it worked for me.
First get "Hello World!" up. Call your ISP if it doesn't work to figure
out why. You'll need a program to transfer from your computer to the
server and a place to put it on the server. You'll have to learn a
program to do that. I started with telnet and ftp. Neither are secure
but both are still available along with sftp and ssh.
HTML-CSS do not comprise a language, but there are steps that must be
followed correctly before you get any satisfaction just like there are
for any true language.
Anyway, step one is to mark up a page.
Step two is to upload it.
Step three is to find it in a browser.
Step (4 ... n) is to perfect your craft.

Dreamweaver? You mean Front Page. He just strips out the comments and
gibberish that FP throws in there, so people can't tell that's what he
uses.

Don't be stupid.

You CAN do some simple page in Front Page without any knowledge.

If is personal page, than above is good enough.

If is a commercial, hire some one who knows who knows that stuff well
and pay him. More money you'll make, more $'s spend on damn good page.

It's not easy so don't bother. Unless, of course, you want to make an
amateur website that looks like ****, those ARE easy to make.
