For example: img {border:0} will style all images with no border. body {background-color: #fff; color: #000;} a:link {border-right:2px solid #fff} a:hover {border-right:2px solid #ff0} would make link hovers have a 2 pixel border but you would not see the border on link because it is the same color as the background.
