Encrypt/dercrypt string with JDK 1.3

Is there a way to encrypt/decrypt strings in jdk 1.3?

I've search the net, but I haven't found any useful sources. As I understand
it, encryption came with jdk 1.4.

Have a look at the Bouncy Castle JCE provider:
