Hi, all:

I know this is an old question, but I just cannot found answer somewhere.
How can I install new servlet without stop / re-start tomcat?

In the server.xml, look for the following:

<Host name="localhost" debug="0" appBase="webapps" unpackWARs="true"
autoDeploy="true" xmlValidation="false" xmlNamespaceAware="false">

Make sure that:
unpackWARs="true"
autoDeploy="true"
