Struts redirect logic tag issues

I'm using Struts 1.1. I have a default layout set up and in that
layout, I want to redirect to another page if a cookie isn't present a
la:

<logic:notPresent cookie="ProfileCookie">
<logic:redirect forward="Profile" />
</logic:notPresent>

When I have this in the jsp file that is directly called, it works
fine, but when it is in the layout page or in any included tile, I get
a ServletException displayed and it doesn't work, a la:

[ServletException in:/layouts/defaultLayout.jsp] null'

Any one have insight on how I can get this to work without having the
text on every page? It seems to defeat the purpose of templates and
tiles if I have to have the text actually in every page.
