Why are embarcadero groups particularly good for this sort of question?

Because Embarcadero owns Borland C++. And your question had nothing to
do with the C++ language newsgroup.

I dont think there have been written any in the last years
but the book I used seem to be free now "C++ Builder how to":

And how to use the VCL have not changed, there have of course been
added a lot of functionality, but the way to use it is the same.
