Firefox tabs

I'm reluctant to ask this because I'll find that I'm missing something
obvious, but Firefox no longer opens sites in a new tab. I can get it
to by clicking New Tab, but it no longer automatically opens new sites
in a new tab.

Tools>Options>Tabs is set to New Pages open in New Tab. But it
doesn't.

It used to, but I removed Firefox because I had a browser highjack
problem and reinstalled. Current version is 3.0.5 using Windows.

What do I do to get my tabs back?

You can set FF to open in a new tap or a new window, have you toggled
that setting ?
