Firewall: Wierd Connection Attempt(outgoing) ???

WinXP sp1
all current ms updates

Outpost firewall popped up this out going alert which i blocked.

3:25:11 p.m. SYSTEM Protocol (99) 160.133.199.84:0 <---
(remote address)

Any ideas what this would be about?

Protocol 99 is "Any private encryption scheme".

nslookup has:
Name: dlicwk3z6303e.tadlp.army.mil
Address: 160.133.199.84

Looks like you've been dinged by the US military!

Since the FW stopped it, no big deal.
