Are Snap-On branded digital multi meters any good for testing PSUs?

One could use any analog multimeter or digital multimeter *provided*
that one uses a bit of intelligence regarding errors of readings.
First, one needs to know the specification of the voltages in the PSU
(ie: 5V +/-5%,others +/-10%) and the error / aka accuracy of the meter
used (say 1% +/- 3 digits) to determine if the value seen is OK or "on
the edge" or "bad".
If the reading is "on the edge" then one needs to find the error
source: is the PSU really off, or is the meter reading off, or both?
