high CPU utilization

I have a Cisco 10k and see high cpu utilization due to high ARP Input

Re: high CPU utilization

Couldn't routes with a next-hop set to an multiaccess interface be another
possible cause ?
such as ip route 0.0.0.0 0.0.0.0 ethernet 0
