The usual implementation of system is to load a command
interpreter program, pass it the string you gave, then
the command interpreter program must parse the string
and then perform whatever action you specified, such as
loading another program. All this loading and running
new programs often does take quite a long time.

You may find an non-portable implementation defined way
that eliminates the command interpreter stage and starts
your target program directly. That would be off-topic
for comp.lang.c or comp.lang.c++.
