Java awt Dialog goes back in mac 10.4

In mac 10.4 the Java dialogs(not modal) which I created from an applet
goes back of the applet window when I click on the applet. In Mac 10.3
it is not going back. Could you please explaing why this is happening
in 10.4. Is it the expected behavior? Any soln?

In Solaris also I have the same problem(Sun Blade 150). But in windows
the dialog displays on the top of the parent.

PS: My JVM is 1.4, can't change it to 1.5
