Cisco CM Idle URL

We are wanting to develope a Cisco IP Phone Service that during the
Idle time on the 7940 IP Phone, will display a Image. If we set it up
just as a service it will display the graphic. If we set it as the
"Idle URL", it does not display the image.
Any ideas?
