is there a better way of attaching video files to a e-mail that would speed
up the download time with a p.c with dail up connections.

That would depend if they are already compressed, or not.
You could try WinZip or WinRAR, but if the video files are
already compressed, you won't get any better results, and
sometimes the files can end up being larger.
